As the Japanese population continues to age, national medical expenses have been increasing year by year, and securing medical insurance resources is becoming more difficult. The issue of how to efficiently distribute limited resources is growing in importance. In recent years, as a solution to this issue, many in Japan are focusing on preventive measures to extend the healthy life expectancy of the country’s citizens. One such measure now drawing great attention is analyses of health insurance claims databases by payers. More and more, payers are expected to carry out such analyses to help them actively promote their subscribers' health, and disease prevention measures. Such analyses also help payers improve the quality of life of their subscribers, which is an important issue for payers. The Japan Revitalization Strategy approved by the Cabinet in June 2013 states that all insurance societies should plan and implement "data health plans" on the use of claims data analyses for the maintenance and promotion of subscriber health, and publish these plans. The implementation of these plans is one solution for problems related to health promotion.

In light of the above, and as expectations for the strengthening of insurer functions continue to increase, a consideration of the kinds of initiatives being carried out at health insurance societies and the kinds of issues they face could help everyone to deepen their understanding of insurer functions.

For this breakfast meeting, HGPI will invite Mr. Shinya Kusuda, Chief of the Social Security Research Group in the Planning Division of the National Federation of Health Insurance Societies (Kenporen). Mr. Kusuda will talk about systems for the delivery of healthcare in Japan, and the strengthening of insurer functions.

Kenporen is an organization which supports approximately 1,400 insurance societies. It works to plan systems for the delivery of healthcare in Japan, and strengthen insurer functions.
